FOIA-STP-SCT-001: Springfield Township Environmental Protectors (STEP) FOIA Requests #3 & #4 (September 16, 2025)

  • Details: This document includes two FOIA requests submitted by Ann Mauro-Vetter of Springfield Township Environmental Protectors (STEP) regarding communications related to the Levy/Burroughs Ormond Road mining proposal. The requested time period for both FOIA requests is November 20, 2024 through September 16, 2025. FOIA Request #3 asks for communications between Springfield Township officials, employees, agents, or contractors and Reuben Maxbauer. FOIA-SCT-002: All Fact-Finding Committee Documents Nov 14, 2025 – May 18, 2026 (May 18, 2026)

  • Status: INCOMPLETE [pending more information for missing meetings]
  • Details: Springfield Township granted this FOIA request and provided records related to non-public Levy/Burroughs mining review and fact-finding meetings. The records include meeting minutes, agendas, sign-in sheets, review worksheets, consultant discussions, and materials related to the Township’s environmental, groundwater, traffic, property value, wetland, prairie fen, and public process review. These documents help show how the Township, consultants, residents, and Levy representatives have been discussing the proposed Ormond Road mining application outside of regular public meetings.

FOIA-SCT-003: Request for Levy/BMC FOIA Request

  • Status: COMPLETE
  • Details: On May 22, 2026, attorneys for Burroughs Materials Corporation / Edw. C. Levy Co. submitted a broad FOIA request to Springfield Township for records related to the proposed Ormond Road sand and gravel mine, including the Special Land Use Permit and mining permit application. The request seeks Township documents, emails, text messages, meeting records, consultant materials, Planning Commission and Township Board communications, and records related to public comments, petitions, complaints, letters, and resident communications about the project. Township Clerk Sean Miller forwarded the request to Township officials and reminded them to preserve and provide potentially responsive emails and text messages, including messages on personal phones if they involved Township business.
  • NOTE: Oko asked the Township if residents’ personal information would be protected before records are shared with Levy/Burroughs’ lawyers. Township Clerk Sean Miller said home addresses, personal email addresses, and phone numbers will be checked and blacked out when FOIA allows it. VIEW HERE.

FOIA-SCT-004: Email from Supervisor Davis with Return Date of July 16, 2026

  • Status: COMPLETE
  • Details: This FOIA asked for the email about when Supervisor Ric Davis plans to return to work. The Township provided the email, which says his planned return date is July 16, 2026.

Road Commission for Oakland County FOIA Records

FOIA-RCOC-001: Public Records for Ormond Road in Springfield Township for January 1, 2026 – April 8, 2026 (April 29, 2026)

  • Status: COMPLETE
  • Oko Post: Confirmed – Levy Working to Reclassify Ormond Road
  • Details: Levy and RCOC appear to be actively working to find a solution for Levy: The records show coordination around road access, haul routes, permitting, traffic impacts, and roadway suitability connected to the proposed mining operation. There was a permit issued for Ormond Road testing. TYME Consulting Engineers received Permit No. 67767 to perform 7 pavement cores/soil borings along Ormond Road between Davisburg Road and Big Lake/White Lake Road to evaluate whether the pavement meets All-Season Road standards. Many records relate to the proposed Burroughs Materials gravel mine on/near Ormond Road, including site plans, haul-route issues, traffic studies, and planning review comments. Traffic concerns are prominent. Internal emails mention an estimated 80 trucks per day eventually hauling from the site, questions about special haul routes, approach permits, and RCOC traffic safety review. RCOC Traffic Safety had not yet reviewed enough information. One RCOC traffic engineer stated that Traffic Safety had not been provided information or correspondence from the Township/consultants and had not yet determined potential project impacts. The records show the road commission, township planners, consultants, and applicant were still sorting out whether the project had adequate road access, traffic capacity, haul-route suitability, and sufficient mitigation for nearby residential and environmental impacts.

FOIA-RCOC-002: Public Records for Ormond Road in Springfield Township for April 1, 2026 – May 22, 2026 (May 22, 2026)

  • Details: The request for any and all public records between RCOC and Levy regarding Ormond Road reclassification between April 1 and May 22, 2026 is denied because no new documents exist. Levy has not submitted any additional information to RCOC regarding Ormond Road.

Environmental Protection Agency (EPA) FOIA Records

FOIA-EPA-001: FOIA to the EPA regarding Ormond Rd & Superfund Site ‘Woodland Trail’ (May 22, 2026)

  • Details: This FOIA request asks the U.S. Environmental Protection Agency, including EPA Region 5, for records related to the proposed Ormond Road sand and gravel mining site and its proximity to the Springfield Township Dump Superfund Site. The request seeks communications from January 1, 2025 forward involving EPA, Burroughs Materials Corporation, Levy, Springfield Township, Supervisor Ric Davis, and Michigan EGLE when the records reference both the proposed mining site and the nearby Superfund site. FOIA-WLT-004: Public Records of Communications Re: Supervisor Kowall & Levy/BMC (June 4, 2026)

  • Status: COMPLETE
  • Details: This FOIA request asked White Lake Township for emails and attachments involving Supervisor Rik Kowall related to the proposed Ormond Road sand and gravel mine in Springfield Township, including Levy/Burroughs Materials Corporation, Ormond Road reclassification, traffic, environmental, planning, and intergovernmental concerns. White Lake Township responded that no records were found matching the requested supervisor emails and attachments. However, the Township did provide several related documents that came up during the search, including Road Commission strategic planning materials, Springfield S.T.E.P. communications, a S.T.E.P. newsletter, and a fundraiser flyer related to opposing the Levy mine.

FOIA-WLT-005: Public Records of Communications regarding Ormond Road (June 3, 2026)

  • Details: This FOIA request asked White Lake Township for emails and attachments between Supervisor Rik Kowall and the Road Commission for Oakland County regarding Ormond Road. The request covered January 1, 2025 through May 31, 2026 and included records related to Ormond Road, road reclassification, road classification, haul routes, and road improvements. This request was submitted to better understand whether White Lake Township had communications with RCOC about Ormond Road during the period when the proposed Levy/Burroughs mining project and possible haul route concerns were under review.

Oakland County Michigan: Health Division

FOIA-OAK-001: Public Records for Water Well Permit on Levy’s Property at 6651 Ormond Road (May 4, 2026)

  • Status: COMPLETED
  • Details: This FOIA response from Oakland County includes records for two test well permits issued for 6651 Ormond Road in Springfield Township. The permits were issued in December 2025 for test wells associated with the Edward C. Levy Company property, with LWD, Inc. listed as the applicant. These appear to be the exploratory wells referred to by Reuben Maxbauer of Levy as part of the planned aquifer drawdown testing for the proposed mining operation. The records describe the wells as test wells intended to gather baseline water quality information, and both permits state that pumping capacity shall not exceed 70 gallons per minute.
