Ramboll Estimate for Levy/BMC Review
In Springfield Township’s April 9, 2026 board meeting packet, an estimate for Ramboll’s review of the Levy/Burroughs mining application is now visible to the public1. The packet also include an official memo from Supervisor Ric Davis stating that he worked with the Ramboll project team to refine the proposal and attached “the breakdown of reviews and cost totaling $81,000.” Based on those materials, the proposed Ramboll engagement appears to be focused primarily on reviewing the application materials already submitted.
The Ramboll budget itself describes the work as a “Comprehensive Review & Public Presentation” and divides the estimate into three broad categories:
- Document Review and Planning…………….$12,500.00
- Technical Reviews and Gap Analyses…….$46,500.00
- Groundwater and Hydrogeology
- $6,000.00
- Stormwater and Surface Water Runoff/SESC
- $5,000.00
- Air Emissions/Fugitive Dust and Crystalline Silica
- $6,000.00
- Noise, Vibration, and Light
- $6,500.00
- Ecological and Wildlife Assessment (wetlands & natural features and threatened & endangered species)
- $9,000.00
- Traffic and Haul Route Infrastructure Stress
- $6,500.00
- Closure and Reclamation Planning
- $5,000.00
- Project Management across Phase B Tasks
- $2,500.00
- Groundwater and Hydrogeology
- Communications and Meeting Support….$22,000.00
Total Estimated Cost = $81,000.00
In Ramboll’s proposal, they state the budget was developed with the following assumptions…
“Project documentation has already been provided through upload or public links, and no additional pending studies or information will be introduced during the course of the review.”
“No field work is to be completed.”
In other words, the estimate appears to be based on reviewing existing records.
That point matters because other independent experts involved in this project acknowledged that the materials Levy/BMC submitted to date were not sufficient for a full technical review. They pointed to gaps, missing information, and a need for additional data to continue their work. Based on the public materials reviewed here, it remains unclear whether Brian O’Mara of Agate Harbor Advisors has since received the information needed to complete that review. As a result, the scope of Ramboll’s proposed review remains difficult to assess from the public record.

Yesterday levy acknowledged items missing in application and are scheduled for another data dump in June, all of which will be supplied to Ramboll for their review.
Thank you, Amanda. I appreciate the update. I do recall the FFC meeting with Mike Wilczynski & Brian O’Mara back in 2025 when they discussed the missing information with Township Leadership. Then later, at the FFC traffic meeting with the Road Commission of Oakland County back in 2025, Reuben Maxbauer of Levy acknowledged the missing items and said they were working on getting information to the township by February 2026. If the information comes in June 2026, that is still good news. Hopefully all engaged experts, including contracted mining expert and hydrogeologist, Brian O’Mara, will be included in receiving that information. Thanks again!
